Estoy pensado que la culpa puede ser mía, me hice el "banana" y le destildé la casilla para instalar el Redist del UnrealEngine porque ya lo tenía instalado, pero quizás esta es otra versión o trae algo específico para este juego.
Cuando llego a casa resinstalo con toda "la papa" y pruebo de nuevo (en la carpeta "UE3RedistGame" estan los instaladores)

Ya lo solucioné!!! 
Evidentemente el juego tiene un problema para crear los savegames en perfiles con nombre de usuario con caracteres especiales o acentos (en mi caso tiene una "é"), entonces por eso no me grababa.
Solución si a alguien le pasa lo mismo:
Ir a la carpeta "Choplifter HD\Binaries\Win32" y editar el archivo "SKIDROW.ini" y en la línea "PlayerName =" poner un nombre sin acentos ni caracteres especiales.

There is currently a bug where the save file won't get written out properly if your username contains any of the above characters. As a temporary fix, please remove them from your username by going to Friends -> Change Profile Name... in the Steam client. We'll have a patch out to fix this problem as soon as humanly possible. hola, tengo un problema, el juego no me arranca primero me ponia que le faltaba una carpeta llamada D3dcompiler_43.dll, ya lo solucione , ahora me pone este mensage (unable to find a version of the runtime to run this application.) osea (no se ha podido encontrar una versión del tiempo de ejecución para ejecutar esta aplicación.) o algo asi cuando le doy a aceptar para serar esa ventana me pone el siguiente mensage ( la aplicacion no se a podido inicializar correctamente (0xc0000142). haga clic en aceptar para terminar la aplicaciom)
la verdad que no entiendo lo instale y lo desinstale varias veces, reinicie varias veces pero bueno no encuentro solucion al problema, si alguna tiene idea de esto porfavor ayudenmen grasias...
