Algo que vi tocando las teclas, si quieren verlo un poquito "mejor" el tema del serrruchado, presionen la tecla P, eso activa el motion blur, y disimula un poco el serrucho.

lo principal es poner el .txt para q no restrinja por memoria del video

De qué .txt hablas? Eso no lo sabía... algún link o más información?

creas el archivo: commandline.txt
dentro pones estas lineas :
-norestrictions
-nomemrestrict
-novblank

y lo pones en la carpeta donde esta el juego
lo q hace es q en las opciones graficas puedas pasarte de la memoria q te detecta de la placa 3d, yo ahora estoy usando 900 de 480 q me reconoce y anda bien (o igual de regular q antes ), pero sino no me dejaba pasar de texturas medias y se ve bastante bien

Alguno si es tan amable me explica (y a prueba de giles) cómo es lo de crear la cuenta/perfil offline?
Offline en donde? En rockstar o en Windows live?
Y donde sea.. cómos e hace "offline"?

Es lo único que me falta

La cuenta offline te la da para crear cuando no estas conectado a internet. Arrancas el game y cuando le das a iniciar ahi te dice q tenes q tener una cuenta creada en LIVE y bla bla y le das la opcion de crear cuenta y te tira la de crear cuenta offline y listo. Para la proxima vez q inicies el juego no necesitas estar sin inet xq lo toma sin problema.

Probe el fix de razor1911 y sigue el problema con las texturas, falta el 99% de las texturas, solo veo a las personas y a los autos ...

Ese no es problema del fix si no de los drivers de tu Geforce, proba desinstalando los que tenes e instalando estos:
